This knitting pattern is for a child's top and shorts set.

Sizes from 3 to 7 years, to fit chest from 59 to 69 cm (23¼ to 27¼ in.) , in lengths from 39 to 47 cm (15½ to 18½ in.) 

The top requires 4 to 5 balls, while the shorts need  3 to 5 balls.
